Matt Frost, who works in natural resource management, believes that instead of developing a system to make it expensive to emit greenhouse gas, a better system is to keep coal in the ground. His “coal retirement plan” would limit the availability of mines and allow for fewer mining operations. His proposal indicates that as coal mining becomes more scarce, coal prices will go back up. A radical solution, but an intriguing one.
